No arms, no legs ... no TTC pass: "The TTC has turned down Rafael Reyes, 23, for a Wheel-Trans pass.

That is surprising, to say the least.

Rafael Reyes, as you can clearly see in the photograph, has NO ARMS AND NO LEGS.

Rafael is a medical engineering intern at Bloorview MacMillan Children's Centre. That is a wonderful haven for disabled kids just south of Sunnybrook."
